Research on professional development indicates little correlation between spending and student achievement. Teachers are often provided training with little or no monitoring for actual implementation. This lack of follow-up and follow-through minimizes the positive impact on student achievement.

Donna McCaw is a professor emeritus of educational leadership at Western Illinois University. She previously worked in special education services, school counseling, and held positions as principal and director of curriculum.
Sandra Watkins is a professor of educational leadership at Western Illinois University. She has also worked as an associate superintendent and assistant superintendent, elementary and middle school principal, director of guidance services, coordinator of gifted education, teacher, school psychologist, and guidance coordinator.
