This Eighth Edition retains and updates information on the basic principles and operations of Illinois school financial management as of July 2018. It describes the rationale for and the workings of the state’s new Evidence Based Funding formula and the prospects it brings for improvement in the equity and adequacy of Illinois school funding.

Part One presents key information about Illinois school finance, emphasizing the budgeting and management of revenues. Part Two addresses the budgeting and management of expenditures and describes ways to assess a district’s overall financial health. A new Part Three describes the school board’s financial responsibilities and how the board can fulfill its leadership responsibilities for the school district’s financial health.

Similar to earlier editions, the Part One deals with revenue — where schools get it, how they maximize it, protect it, and plan for it. Part Two addresses expenditures — how schools budget and minimize expenses. A special chapter at the end examines the many standards for school finance and business management that need to be established by action of the local governing board.   
 
The author taught graduate courses in educational administration and finance at Loyola University, Chicago, and currently teaches at Northeastern Illinois University. He is a frequent presenter at conferences and workshops of the  Illinois Association of School Business Officials and the Illinois Association of School Boards and has over 35 years’ experience in the public schools as a teacher and administrator.
